It was brought to my attention that chestnut oak trees have been extinct in our area for over thirty years (South Carolina) is that true? How does one grow them?

You might be thinking of the American chestnut and not the chestnut oak. The vast majority of large American chestnuts were wiped out in the middle of the last century by chestnut blight. There are some nurseries working on a disease resistant cultivar.
To find a supplier, simply go to your favorite search engine and type in "disease resistant cultivar american chestnut nursery".
